The 2018/19 Clean Energy Package of the European Union introduced a wide range of policy measures to further advance the Energy Transition, with one focus being low-carbon, renewable energy (RE) to replace fossil-based sources. RE production is typically disaggregated locally, legally, and in terms of ownership of the production facilities. Moreover, RE production technologies are various, and so are their respective usage, investment schemes, investors, geographic and financial properties, and, as a result, their support measures. With a focus on the new regulatory framework of the Directive on the Internal Energy Market (IEMD) and the recast of the Renewable Energy Directive (RED II), we analyse best practice business models for Energy Communities (ECs).


To capture the multitude of pluri-dimensional design perspectives for ECs this online tool provides access to an interactive database, the “Morphological Box for Energy Communities”. The tool enables researchers and policy makers to identify the constellations for participation models that best fit the new EU policy strategy and to show opportunities with regard to combinations underused or not at all exploited yet. The aim of this project is to contribute to the further development of Energy Transition participation models in general and ECs in particular and to foster necessary developments such as cross-border ECs and value sharing concepts for ECs.
The backend of this tool – presently still under development, to be launched in March 2023 – allows existing ECs, members of nascent ECs and researchers to include their EC projects into the database in order to increase the number of cases included in the database and thus render its outputs more robust over time.

The energy cooperatives that are part of RESCoop are all RECs. The organization supports starting and established energy cooperatives and provides them with tools and contacts to help them grow and prosper while spreading the coopearative model.

H2020 Project

MUSE GRIDS is a project that aims to demonstrate the concept of a “smart energy system” by putting together a set of technological and non-technological solutions targeting the interaction of local energy grids (electricity grids, district heating and cooling networks, water networks, gas grids, electromobility etc.) in order to enable maximisation of local energy independency. It does that by optimising the management of the production via end user-driven control strategies, smart grid functionality, storage and CHP and RES integration.

MUSE Grids will implement two large-scale pilot projects in in a European urban area (OSIMO) and a European rural area (OUD HEVERLEE), both with a weak connection with the national energy grid and energy markets. By doing this, they will demonstrate how to interconnect local energy grids; how to utilise synergies in the energy system to maximise efficiency, reduce costs, CO2 emissions and energy losses; and how to reach affordable energy independency mainly maximising local self-consumption based on RES.

The Covenant of Mayors for Climate & Energy Europe was lunched in 2008 and currently brings together thousands of local governments committed to implementing EU climate and energy objectives and to achieve European targets in the three main pillars of action: adaptation, mitigation and energy poverty. The initiative now gathers 9,000+ local and regional authorities across 57 countries, drawing on the strengths of a worldwide multi-stakeholder movement and the technical and methodological support offered by dedicated offices.

The Covenant of Mayors for Climate & Energy Europe focusses on Energy Communities and Collective Actions in its second and third pillar, which are mitigation and energy poverty. The target audience for projects and initiatives started in this framework are local authorities that can be both promoters and facilitators of Renewable Energy Communities and Collective Actions that might be interested in leveraging local initiatives in order to reach their climate goals.

The Energy Community Platform is a one-stop solution for everything about community energy.

This website has received funding from the EU's Interreg NWE ECCO project, EU's Horizon 2022 Compile project, EU's Horizon 2020 COME RES project, and Tides Foundation’s Patagonia Communications project.

What can be found on the platform?

  • Tools and resources. A broad collection of resources and tools in one place to help you develop your community energy project at any development stage.
  • Maturity test. This unique feature of the Energy Community Platform allows energy communities to self-assess their development stage. After answering 21 questions, they receive a result and some indications to assess their strengths and weaknesses and help them move forward. The test also allows the Energy Community Platform to offer resources tailored to each development stage. This test is based on research work carried out by the Compile project.
  • Community energy map. This map features energy communities across Europe to inspire others and facilitate exchange and collaborations between energy communities across borders.
  • Experts network. Our experts network can offer professional support to energy communities that have not been able to move forward by themselves or need additional support.
